Just dont understand what job Cleverly does, hes got no pace, average build, doesnt go past players, doesnt get shots off, doesnt score, doesnt assist, has an extremely safe passing range, and doesnt get stuck in as much as you'd want, hes a nothing player, definition of average.

I think the rule your referring to is about the maximum number of clubs (2) a player can turn out for in a calender year not a season.
