Why is England,the country that codified the modern game of football,so rubbish at the game that they developed?

The Americans are untouchable when it comes to Baseball,Gridiron Football and Basketball - all games that have their origins in the U.S. They consistently produce world class talent and dominate at every International competition they participate in. Why can't the English football and rugby teams do the same?

The government focuses much less money on grass roots sports.

America is vast. By law of averages they should produce the best talent in their respective sports.

Rugby - Southern Hemisphere nations,namely Australia,New Zealand and South Africa are boss.

Football - No english player has won the Ballon D'or/Fifa World Player of the year award in decades.
Cricket - Dominated by the Aussies and Asians.
