Haven't got one, but does the cooker have to be electric or is there a gas connection?
No point someone trying to sort an electric cooker if its a gas only job.
Also you'll need a qualified gas engineer or electrician to fit it I think.

Can only speak for where I work (in social housing) but we fit cookers for free as long as they've got the instruction book, to stop people fitting their own.
Definitely worth asking At your sign up Russian.

They won't be, I've known brand new flooring be ripped out when a tenant moves out before, mental isn't it?

Unusual granted but not illegal. Landlords try not to supply cookers let alone white goods as it then becomes their resposibility to fix/replace if there's a problem.

No mate, like I mentioned I work in social housing and carpets are defo not provided. He might get decorating vouchers if he asks the Housing Assoc, but they'll be restricted in what he can buy, and from where.
