I think it's because he can't sign a professional deal until he's 17 and he's on his two year scholarship (YTS in old money) and therefore not fully contacted to the club. Don't know the ins and outs of the legalities of it, but Birmingham would be due a training fee.

There talking of 35mill as a starting figure...surely if he's on a yts they'd be paying less?
