The Coutinho transfer was done in the normal window aligned with Europe wasn't it? So had nothing to do with the window but the lateness of the bid.
I think they were pushing to sign him in August, when the prem window was already shut. So Liverpool werent prepared to sell. And he spat his dummy out so they had to make up a fake back injury to keep him out the team for a while.
Anyway, the Coutinho thing was just an example.
IMO its not a good idea for prem clubs to have their window shut a month before the rest of europe, and it seems as tho the majority of the prem agree because they voted to change it back a few months ago:
