You do absolutely get allocated a "seat"
Just imagine how it is now with the seat locked in an upright position with a rail at hip height to lean on.

Previous posts refer to an area that for European games when fans are obliged to sit, the ratio would be 1:1. For standing at domestic games however, this would increase by upto 1:8. So that would indicate you would be allocated a seat for European games, but not for domestic games.
I don't suppose in the whole scheme of things it really matters. The main thing is that it's safe and from the picture examples above it does appear to be. It's not for me personally but I know a lot of fans, especially the younger ones, like to stand so it get's a thumbs up from me
On a different note, I always found it weird as a kid that area's designated for seating is called a "stand".
