Well, I'll reply to my own points after consulting with a friend it should mean that under 18s shouldn't need to prove their COVID status before the events.

I disagree. The principle will be simple: get vaccinated and/or tested or you don't enter. It may push more people to get vaccinated and then it'll stay at full capacity.

The only way it won't be full capacity is people choosing not to get vaccinated and/or tested, which is their own fault.
