Not racist but very stupid and naive.

Actually, it depends what context it's in. If there's no meaning behind the picture and it's just meant to be funny then yes it is racist.
 
I am the probably one of the least people to get all OMG OMG OMG about suspected 'racism' but I think that is crossing a line. It's clearly making the comparison between Balotelli and a monkey which we all know is the 'in' racist gesture on the continent. Even if the drawer wasn't thinking 'LOL BLACKS' he still would have known what it could mean especially being from a country where racism is rife in football.
 

If it was a UK newspaper I'd say it was a terribly, terribly poor choice of allegory and wonder what on earth the editor was thinking.

Since it's an Italian newspaper, from what I can tell, I suppose the appropriate response it to shrug and go for a nap.

What difference would it make if Balotelli was white and being depicted as King Kong ? None, except people wouldn't be flipping out over it.
