Why is the solution to the problem UEFA created to just make it easier for the European teams and not to tell them instead to stuff it and everyone plays from the 2nd round.

Team’s qualified for Europe avoid each other.

Why exactly?

The exception was not having champions League teams play Europa League teams.

They've done this because the two weeks where the next round is scheduled is one week CL games and the other EL games. Therefore if a CL team drew a EL team they wouldn't be able to fit the league cup game in

Probably due to the extra games in Europe now.
