It is called 'Everton Royal Crowd T-shirt' and correct me if I'm mistaken, but that appears to me to be a photo from the 60's of Those Pocket P*ssers Across the Park.

Yeah it's a picture from the kop in the 60's, presumably after they started going back the match after 7-8 years in division 2
