That, and the Japanese not getting themselves vaccinated. My mother alleged that the Japanese were trying to develop their own vaccine and failed, and that this is the problem, when I was talking to her earlier this morning. A cursory Google search suggests that this was, in fact, part of the problem. It is not the entire problem, but there is underlying truth to the allegation.

As anyone that has studied Japanese trade policy knows, the Japanese have a long history of developing cumbersome regulations to exclude or delay foreign competition. They started doing that during the 'Japan Inc.' period so that they could develop domestic industries that could compete with foreign companies.

That's become embedded as a pattern, now. Once it became clear enough that they weren't going to develop a vaccine due to failing to invest in vaccine research and free-riding on the rest of the world on that one for decades, they started making arrangements to import foreign vaccine doses. Regulations requiring that the vaccine be tested locally on Japanese citizens before a full roll-out could begin got in the way. Their health care system also got in the way.

The net result is that they've vaccinated their health care workers and not a whole lot of other people.

This is a large part of why the Japanese are being as restrictive about the entry of foreign citizens for the Olympics as they have chosen to be, which in turn is why they won't let the PCAs in.
