Weired stuff that , havnt a clue what is going on. But thought I hear something in the static ,it will be some freak doing everbodys head in looking for a message that isnt even there just leaving random bits of stuff that people think leads

not to that extent, but I'm not doing it professionally (or for a degree). Have certainly seen some experimental noise projects use quite a few of those aspects though.

Still following this story, turns out the place the video was filmed is a disused lunatic asylum near Warsaw.
