Honestly don't get whats he supposed to be doing

The players we've bought could have been scouted by any half decent scout in this country

..but the recruitment strategy is global and needs co-ordinating. He co-ordinates the strategy allowing Koeman to get on with on field business. It's a massive exercise, everybody needs to be pulling in the same direction and ultimately there has to be governance/responsibility for deciding which players to go for.

Don't underestimate the size of the task.

If for arguments sake his 1st choice is not available until the summer but his 3rd or 4th choice was available in January does he wait until the summer?

...it would depend on the priority of the position and whether they are better off waiting for their top target or if those next on the list are of the absolute quality they want. It's not only about the players they get, it's about the ones they don't get. He uses the phrase "value for money". Look how wasteful our neighbours have been.

Interesting that he has appointed a head of recruitment for U21 level who has a couple of scouts working to him (including Tony Grant). Walsh said he wants their top 4 or 5 recommendations for consideration. He also said that's why we got Donkor and I reckon they also nominated George Hirst.

The reason we appointed Walsh was for the "Value for Money" aspect of his scouting. Walsh will be a key figure in the future getting us to the next level with the recruitment of players like Donkor, Lookman and possibly Hirst. The youngsters he is scouting wont all be a success but its a low risk-high reward in terms financial outlay, compared to the money thrown about these days.
 

NEA I think they made a conscious decision to not buy any more in the window gone due to our position and being out of the cups, so see what happens in the summer. Still no point sacking him though in the role he is employed to do, he's the right man for the job probably.
 
At least their seems a clear strategy now. Moyes didn't get the credit he deserved for team he put together on a limited budget, with no DOF to assist him. Walsh said him and Koeman have the same philosophy, which is imperative. From seeing his interview Koeman tells Walsh what he wants, Walsh gives Koeman options with regard to players within that position and they agree on a player. It was interesting Walsh said the manager is too busy to be scouting players, it was up to him and his team to do that.

The 'recruitment' of players since he left can only be described as woeful. Far from improving their team, most of their new signings don't even play for the first team. Leicester's loss is undoubtedly everton's gain.
