Correct, unless the carpet hasn’t been laid properly. The carpet on the risers is usually nipped in under the overhang of the tread, these are flat.Bottom. You're looking at the treads, not the risers.

If it was at the bottom your handrail bracket would be upside down and your handrail hanging off the bracket not sitting on top
