Much of that could be changed quite easily, a bit of money and the right people in charge rather than the clown show we have just had and it makes a massive difference imo.
Most of the debt is the cost of the stadium. If there is such a thing as "good" debt, that's it. A mortgage leading to potential increased revenue. The rest is the money we wasted on players and managers. That is very "bad" debt.

I'm not particularly technical but my understanding is that it is not a hologram that can be turned off in the event of relegation.
