This stupid rule is annoying. Economically it makes sense to bring him in and let the state get the tax.

He's clearly a talented player and the fact he missed the WC squad due to injury should be enough for someone to tick the bloody box.
 
Great deal for all the parties involved.
As for Onyekuru he will be playing in the CL so its going to be a good experience for him.
Galatasaray needed a left winger alternative and brought one without paying a major transfer fee, so good for them.
and as for Everton, well if Onyekuru plays well in the CL, its also really good for Everton at the end.
 


Also seems ridiculous that a random Brazilian is somehow a better player to allow in over any African due to the fifa rankings

I wouldn't say that it's a ridiculous premise as a starting block when judging a work permit. Generally speaking, you have to be a better player to get Brazilian caps than you do to get Nigerian caps. There will be some Nigerian internationals who are much better than some Brazilian internationals but like I say, as somewhere to start in the decision making process it's far from illogical.
