Back in the 70's car accidents avergaed a total of about 100 deaths per day in Germany (probably similar in UK).

What about the other 99.9% of car drivers? They were fine. But of course we still wanted to reduce the amount of unnecessary deaths, so we introduced safer cars and stricter rules. Nowadays, the figure is about 10 deaths per day.


It's not about the majority, it's about the problems caused by the minority. To tackle this, we have to be honest about why these things are happening.
