It does seem way over the top. Have we maybe gone above what's now needed? A piece on the same issue on SSN showed the new lights at Newcastle and said their new quality was double the requirements, presumably to allow for any future further heightening of the requirements for TV.

No, they are needed because we're in the Europa League this year, it was a requirement.
