As you say the PL site has him listed as tenth. So on a rough basis of 25 players per squad and there being 20 squads in the league giving a rough total of 500 players then tenth counts as being one of the fastest players in the entire league...
I don't think he'd be that silly. The new people in charge don't have to work absolute miracles to get them back at the top table. They're the type of club that are only ever one or two good seasons from being top of the pile again given the vast size of it.
